The Rwanda Governance Board, RGB, has indicated that it is preparing regulations to regulate religions and churches in Rwanda, with a focus on the teachings given in order to completely eliminate the teachings that mislead Rwandans, and there will also be taxes on the income of churches.
The Minister of the Union of Rwandans and Civil Affairs, Dr. Jean Damascène Bizimana, in September this year 2024, announced that there are religions that have teachings that prevent people from following the advice of doctors and other government programs that include self-development.
He said: "Now we have some religions that prohibit people from donating blood, telling a sick person ’don’t accept the blood of another’, the Holy Spirit will give it to you. That is not true, a person is treated with medicine, is treated by doctors who know your disease, diagnose it and find a cure for it." At that time he said that "there are people of preachers and monks who teach racism in a visible way, they teach hatred, discrimination."
Dr. Doris Picard Uwicyeza, the head of the RGB, on Tuesday, October 29, 2024, when she delivered the 2023/2024 activity report and what will be done in 2024/2025 to the Parliament of both parties, indicated that there are regulations being prepared that will end the chaos in religions and churches.
She said: “What we would call a chaos in organizations based on a belief that misleads members, it was found that there is a loophole in the rules of procedure. That is what we are dealing with as RGB because we have the authority. The law gives us the authority to make regulations so that if we see bad behavior of religious, religious organizations we can deal with them in these regulations."
“The draft regulations are currently under way, and will be published once they have been discussed. It is to focus especially on what they teach and what it contains because it has been found that there are those who mislead the people." She added.
Another thing that is being considered is the tax on religions and churches because it is found in religions and churches that earn a lot of money but are not taxed, because there is no law that determines it, but it taxes the business activities of those religions or churches.
On September 15, 2024, there was a prayer for the country, at that time President Kagame said that it has become clear that anyone who wants money starts a religion because that is where they get money. He said that the money will be assessed and they will start taxing it, saying: "They will study it carefully and see if there is any problem and we will share it.
Existing rules relating to income tax. People will evaluate it, if what you teach is healthy, but you use it on your own benefits and you want to make money through that process, we will accept those that are right, but we will also evaluate the money you earn and see what we can do."
Currently, there is a study on how religious income would be taxed, as announced by Dr. Uwicyeza. She said: "The problem of taxation is being discussed, it is in the process, but let me explain a little bit that many organizations based on legitimacy, including those there are some that have practical development activities, have clinics, schools, universities, and others that have activities that help many people by the income from the temple."
She added: “I would not say that all of them make money and keep it, there are those who implement it and are important partners in development. There are religious people who have profitable business establishments, which are taxed normally, such as a temple with a hotel, the hotel is considered a normal business center that is taxed normally.
Statistics show that in Rwanda there are 563 religions, churches and organizations based on beliefs, including 345 different religions. The RGB report shows that in terms of governance and legal compliance, organizations based on authorization are at the rate of 74.2%, and property management and personnel management are at 55.7%.
In Rwanda, an audit was conducted that shows that there are more than 14 thousand churches, mosques and churches, but more than 9800 are now closed due to non-compliance.
