The National Electoral Commission (NEC) has announced the provisional list of those eligible to campaign for the position of President of the Republic, where those who qualify are Paul Kagame of the FPR Inkotanyi, independent Philippe Mpayimana and Frank Habineza of the Democratic Green Party of Rwanda.
Herman Manirareba, Fred Barafinda Sekikubo, Thomas Habimana, Diane Rwigara, Jean Mbanda and Innocent Hakizimana do not qualify, so they are not included in this provisional list.
Here’s what the ineligible candidates didn’t meet
Herman Manirareba
The National Electoral Commission announced that he did not provide a list of 600 eligible voters who supported his candidacy.
Innocent Hakizimana
Innocent Hakizimana did not meet at least 12 people who have ID cards in Nyagatare and Gatsibo Districts who are also on the Electoral List of those areas.
In Nyagatare District, Gatsibo, Kirehe, there are identity card numbers of his supporters, some of which are wrong, some do not exist and some do not match the names on the list he provided.
The President of NEC, Oda Gasinzigwa, also announced that among the signatories of Innocent Hakizimana, there are those who return to more than one list but their signatures are different.
There are also those who appear on the List of his supporters who confirm that they have not signed him.
Fred Barafinda
The NEC revealed that Fred Barafinda Sekikubo, on the list of supporters of his candidacy, did not include at least 12 people with identity cards in the constituencies.
Those districts are Nyabihu, Musanze, Nyagatare, Gakenke, Kirehe, Rubavu, Burera, Rutsiro, Bugesera Ngororero and Kayonza.
The Commission reveals that there are places where it has listed names but no ID numbers of the people who signed it, while there are places on the list where there are names and ID numbers but there are no signatures of the owners.
Thomas Habimana
The NEC revealed that on the list of supporters of his candidacy, he did not include at least 12 people who have an identity card and are on the list of constituencies.
Those districts are Nyaruguru, Kirehe, Nyamasheke, Bugesera, Rwamagana.
In Nyaruguru District, Nyamasheke, Rwamagana and Gatsibo he gave numbers of his supporters that do not exist and others that do not match the names of the signatories on the List.
There are also people who claimed that they did not sign him but appear on the List he provided.
Diane Shima Rwigara
Diane Rwigara did not meet the requirements, as some of the things she did not provide include a certificate that she was not convicted by the courts, but she provided a copy of the judgment.
In lieu of her Rwandan citizenship certificate of origin, Diane Rwigara submitted her birth certificate.
On the list of those who supported her candidacy, she did not meet at least 12 people who were also on the list of constituencies.
These districts are Kamonyi, Gatsibo, Gasabo, Musanze, Nyagatare, Burera, Nyabihu and Kayonza.
In the lists of those who joined her in Huye and Gisagara Districts, their identity cards do not exist, and some of the ID card numbers did not match the names of those written on the list of her supporters.
Jean Mbanda
Jean Mbanda did not sign the people supporting his candidacy in the 27 constituencies.
He gave a list of his supporters in only three constituencies, namely Gasabo, Bugesera and Kicukiro.
The NEC has announced that the vacancies on the candidate’s list of supporters cannot be filled after May 30, 2024 as the process of signing the candidate’s supporters and receiving them has been completed.
However, candidates who do not meet other requirements other than the voter list are allowed to submit it within five working days after the announcement of the provisional list.
